On January 11, PetroChina Zhejiang Oilfield Company signed a clean energy strategic cooperation framework agreement with China Power Construction Group East China Survey and Design Research Institute Co., Ltd. (East China Research Institute). The two parties will focus on helping to achieve the "3060" carbon peak and carbon neutrality goals. Based on the principle of complementary advantages, mutual benefit and win-win, both parties will use their respective advantages to carry out cooperation in wind power, photovoltaic, hydrogen energy and other new energy projects and comprehensive smart energy projects.

Zhang Chunsheng, Secretary of the Party Committee and Chairman of the East China Research Institute, Wang Jian, Executive Director and Secretary of the Party Committee of Zhejiang Oilfield, Wang Xiyou, General Manager, and Ye Jinfeng, Deputy General Manager of the East China Research Institute attended the signing ceremony of the agreement. Wang Jianjian welcomed the guests of the East China Research Institute, and congratulated the two parties on the successful signing of a strategic agreement to open a new chapter and new model for the joint development of oil and electricity.

He pointed out that the "dual carbon" goal is a major decision and solemn commitment made by the Party Central Committee with Comrade Xi Jinping at its core to the world. It is imperative to ensure the national energy security, promote the transformation of the energy structure and the upgrading of the industrial structure. PetroChina is actively promoting the construction of a "low-carbon energy ecosystem", vigorously implementing a green and low-carbon development strategy, clarified the three-step strategy of "clean replacement, strategic succession, and green transformation", vigorously promoting the integrated development of geothermal, wind-solar, gas-electricity, and Exploration and development of large strategic associated resources, promote the development of the whole industry chain of hydrogen energy production, transportation, storage and utilization, strengthen the CCS/CCUS industrial layout, promote the transformation of PetroChina into a comprehensive energy company of "oil, gas, heat, electricity and hydrogen", and strive to become a dedicated clean energy, construction The backbone of beautiful China.

Zhejiang Oilfield is the only upstream branch of PetroChina in the Yangtze River Delta region, closely focusing on the "dual carbon" goal, and has actively promoted the germination of new energy businesses such as solar thermal, wind power, and geothermal since the "14th Five-Year Plan". The first is to carry out the low-temperature photothermal cleaning replacement test in the crude oil production area of northern Jiangsu; the second is to successfully participate in the competitive configuration of the three offshore wind power projects carried over from the “13th Five-Year Plan” of Jiangsu Province on behalf of PetroChina; the third is to focus on Jiangsu, Zhejiang and other places The evaluation of geothermal resources was carried out, and the direction of geothermal energy development and utilization was clarified.

Wang Zhenjian said that Zhejiang Oilfield and East China Institute are located in Hangzhou and on the same street, and the cooperation between the two parties has a unique "geographical advantage" advantage; as a central energy enterprise, under the background of "dual carbon", the two sides cooperate in a wide range of fields, especially in offshore There is huge potential for cooperation in planning, design, consulting, EPC general contracting and other new energy businesses such as wind power, photovoltaics, and solar thermal. It is hoped that the two parties can form a pattern of complementary advantages and continuously expand their fields and influence.

Zhang Chunsheng pointed out that POWERCHINA has rich experience in the field of global clean and low-carbon energy, water resources and environment construction, and is the backbone of global infrastructure interconnection and a leading enterprise serving the "Belt and Road" construction. Over the years, POWERCHINA has delivered a series of high-quality projects that represent the industry's leading level and attract worldwide attention to customers all over the world and around the world. East China Research Institute is one of the earliest survey and design institutes established in China. It is a super enterprise of China Electric Power Construction Group. It is a first-class international engineering company with intelligent service capabilities in the whole engineering process. Construction experience and senior professionals, strong strength. In the future cooperation, the East China Research Institute will fully integrate the technical team and human resources to assist the construction of new energy businesses such as offshore wind power, photovoltaics, and solar thermal in Zhejiang Oilfield, and provide services and support within its ability for the development of Zhejiang Oilfield Company. It is hoped that the two sides will continue to expand cooperation areas, deepen cooperation levels, innovate cooperation models, and promote and achieve common development of both sides.



At the signing ceremony, Wang Xiyou and Ye Jinfeng signed the agreement on behalf of the two companies. At the meeting, the two parties introduced the basic situation, development status and clean energy investment and development strategic plan of their respective companies, and conducted in-depth exchanges on the current new energy development situation and status.
