Zhejiang's "14th Five-Year Plan" adds 4.5 million kilowatts of wind power
On February 10, 2021, the Zhejiang Provincial Development and Reform Commission announced the "Fourteenth Five-Year Plan for Energy Development in Zhejiang Province (Draft for Comments)". The draft of the comments mainly involves the following excerpts from wind power: Implementation of the "Wind-Wind Multiplier Project": focus on promoting offshore wind power Develop and build a new development model of offshore and deep sea offshore wind power application base + ocean energy + onshore industrial base. By 2025, we will strive to achieve 6.3 million kilowatts of wind power installed capacity in the province, including 5 million kilowatts of offshore wind power.
1. Actively explore the comprehensive development and utilization of marine energy, and build a batch of land-based integrated bases for “wind, wind and water storage”.
2. Actively build the "four bases" of national clean energy production.
3. Offshore wind power base. Relying on the geographical basis of Zhejiang’s coast, actively promote the development and construction of offshore wind power projects, and build several million-kilowatt offshore wind power bases.
Box 4.3-1. Key points of offshore wind power development and construction: During the "14th Five-Year Plan" period, 4.5 million kilowatts of wind power will be added. Jiaxing 1#, 2#, Shengsi 2#, 5#, 6# and other offshore wind power projects will be built, and several million will be built. The kilowatt-level offshore wind power base will develop Xiangshan, Dongtou and Cangnan deep sea wind power development.
Innovate the renewable energy development mechanism, promote the high-quality development of renewable energy, further increase the development and utilization of renewable energy such as wind and solar, and increase the proportion of renewable energy in the province. Improve the existing subsidy methods and reasonably determine the scale of newly added subsidy projects. Accelerate the establishment of a green power trading mechanism under the quota system, promote a diversified green certificate trading market, and continue to expand the scale of green certificate market transactions. Improve the market allocation of resources and subsidy retreat mechanisms, and guide renewable power to achieve parity on the grid as soon as possible. Actively promote the sustainable development of offshore wind power, accelerate the establishment of a provincial-level financial subsidy system, and allocate new projects through a competitive approach.
