The use of renewable energy for heating is an urgent need for my country to adjust its energy structure, achieve energy conservation and emission reduction, and reasonably control the total energy consumption. It is an inevitable choice for fulfilling the goal of non-fossil energy utilization, building a clean and low-carbon society, and achieving sustainable energy development. In order to further improve the work related to renewable energy heating, the relevant matters are hereby notified as follows.

1. Scientific and overall planning of renewable energy heating work

Regarding renewable energy heating as an important part of regional energy planning, the heating development goals should be clearly defined in the renewable energy development goals, and renewable energy heating technologies should be promoted according to local resource endowments and energy demand, and renewable energy heating projects should be rationally deployed. . Do a good job in linking renewable energy heating with other heating methods, and support the construction of a complementary heating system that combines renewable energy with other heating methods. During the planning and construction of urban renewal, urban new districts, and industrial parks (districts), the connection between renewable energy heating and urban development planning should be done to promote the integration of renewable energy and conventional energy heating systems. Focus on the planning, design and transformation of the urban heating system and heating pipe network, and optimize the design of the heating pipe network according to the characteristics of renewable energy. During the implementation of the rural revitalization strategy, we should do a good job in the connection of renewable energy heating and rural revitalization strategic planning, and use renewable energy as one of the important ways to meet rural heating needs.

2. Promote various renewable energy heating technologies in accordance with local conditions

(1) Actively promote the development and utilization of geothermal energy. Focus on the promotion of mid-deep geothermal energy heating. According to the principle of “irrigation and fixed production, balanced collection and irrigation, and balanced water and heat”, according to the formation mechanism of geothermal resources, the grade and amount of geothermal resources, and the ecological environment conditions of groundwater, the total amount control is implemented, and the classification is divided. Management, to promote mid-deep geothermal heating in a centralized and decentralized manner. Increase the promotion and application of "downhole heat exchange" technology in areas where conditions are suitable. Actively develop shallow geothermal energy heating, economically and efficiently replace scattered coal heating, and develop surface water, soil, and groundwater heating and cooling in areas where conditions permit. Encourage the use of oil field produced water for geothermal heating, comprehensive utilization of groundwater resources and mineral resources. It is forbidden to use the target aquifer to be protected as a heat pump water source within the range of the groundwater and drinking water source and its protection zone. In areas where groundwater is forbidden and restricted, deep (confined) aquifers, and areas where geothermal water cannot be effectively recharged or corresponding aquifers, it is forbidden to use groundwater as a heat pump water source. Groundwater recharge shall not cause groundwater pollution.

(2) Reasonably develop biomass heating. Orderly develop biomass cogeneration, accelerate the transformation and upgrading of biomass power generation to cogeneration in accordance with local conditions, provide residential heating for counties with resource conditions and densely populated rural areas, and provide centralized heating for small and medium-sized industrial parks. Reasonably develop biomass heating using agricultural and forestry biomass, biomass briquettes, and bio-natural gas as fuels, and encourage the use of large and medium-sized boilers to provide regional heating in populated areas such as rural areas and towns. Biomass boilers shall not be mixed with other materials such as coal, garbage, industrial solid waste, etc., and high-efficiency pollution control facilities such as bag dust removal shall be constructed to ensure compliance with emission standards and encourage ultra-low emission. In rural areas where air pollution prevention and control is not a key area, household biomass heating can be promoted in accordance with the principle of obtaining local materials and adapting measures to local conditions.

3. Continue to promote pilot demonstration work and major project construction

Carry out pilot demonstration work and major project construction in areas where conditions permit, and explore the operation and management experience of renewable energy heating projects. The construction of major geothermal energy heating projects and the promotion of key projects can be implemented in areas with good geothermal resources. Encourage the development of demonstration work for the centralized utilization of deep-seated geothermal energy, demonstrate heating utilization modes and application ranges of different geothermal resource grades, and explore new management technologies and market operation models that are conducive to the development and utilization of geothermal energy. It is advisable to adopt the overall development of geothermal blocks to promote geothermal heating and mobilize the enthusiasm of enterprises to protect resources and sustainably develop. Encourage the county as a unit to promote the operation and management of biomass-based clean heating, and one project unit for a county area will make overall planning and layout, improve the construction plan, strengthen project operations, coordinate resource acquisition and storage, improve terminal services, and solve the problem that biomass heating is small and scattered Problems, standardize the management system, and enhance economic competitiveness. Actively explore the decentralized rural biomass resource utilization management model, and encourage rural areas with scattered residences, difficult central heating and gas supply, and abundant biomass resources to consider the development of pilot projects for the construction of biomass energy processing stations in the county as a unit. The unified development, operation, service and management of resources are implemented to effectively reduce the cost of biomass energy heating in rural areas and improve the comprehensive utilization of rural biomass resources. Insist on pilot projects first, encourage the development of local power grids and microgrids with clean energy as the mainstay, and support the use of wind power, photovoltaics, energy storage and microgrids for heating in northern regions.

Fourth, do a good job in supporting policy guarantees for renewable energy heating

Comprehensively consider factors such as the heating cost of renewable energy and conventional energy, and the affordability of residents, reasonably set heating prices, and explore the establishment of a renewable energy heating investment and operation model that conforms to the principles of marketization. Encourage local governments to actively support renewable energy heating projects such as geothermal heating and biomass clean heating. Encourage the construction of biomass cogeneration projects with priority, and strictly control projects that only generate electricity without heating. Under the same conditions, biomass power generation subsidies give priority to supporting biomass cogeneration projects. Residential heating methods such as geothermal energy and household shaped fuel stoves are not restricted by heating franchise rights. Support the enterprises participating in geothermal exploration and evaluation to obtain priority for the qualification of geothermal resource concession. Promulgated biomass briquette fuel standards and biomass stove product standards that reflect the characteristics of biomass and clean heating requirements.

5. Strengthen R&D support for key technical equipment

Support for the reliable operation of high-temperature heat pumps, high-efficiency heat exchange underground, the development and utilization technology of "heating but not water" for mid-deep geothermal energy, the balanced extraction and irrigation of mid-deep underground hot water, the environmental geology that may be caused by the process of geothermal water extraction and cold water reinjection Problem analysis and environmental impact assessment, geothermal tail water recharge and water treatment, safe use of biomass boilers, feeding systems and household stoves, denitrification, solar seasonal heat storage heating and other key technologies and equipment research and development. Attach importance to the R&D and demonstration of the integration of renewable energy and conventional energy systems and integration technologies, and improve the ability of conventional energy systems to accept renewable energy.

6. Improve the government management system for renewable energy heating

Clarify the division of responsibilities between the competent departments of renewable energy heating in various regions and the departments, and avoid the phenomenon of absent management, multi-head management, and repeated management. Strengthen the supervision of renewable energy heating work, establish and improve the supervision mechanism of the pre-project, approval and operation process, and ensure the standardized management of the industry. In terms of geothermal energy, an enterprise credit system for recharging should be established to support the sustainable development and utilization of geothermal energy.
