      1. General requirements

      (2) Work objectives

      In 2020, complete the annual renewable energy power consumption responsibility weight target issued by the state. The autonomous region’s total consumption responsibility weight is at least 18.0%, and the non-hydropower consumption responsibility weight is at least 16.5%; the incentive total consumption responsibility weight is 19.7%, and the incentive weight of non-hydropower consumption is 18.2%.

      The future annual targets and tasks will be adjusted according to the annual consumption responsibility weight targets issued by the state. Vigorously develop new energy sources and further increase the power consumption capacity of renewable energy. By 2025, the responsibility for the total consumption of renewable energy power in the region will reach more than 25%, and promote the high-quality development of renewable energy in the autonomous region.

      2. Distribution of weights of responsibilities for consumption

      (1) Distribution principle

      1. The weight of the autonomous region’s consumption responsibility is divided according to the operating area ofInner Mongolia Electric Power Company and the operating area ofState Grid Mengdong Electric Power Company.

      2. Each market entity (including self-provided power plants) that bears the responsibility for consumption belongs to the corresponding business area according to the region.

      3. In principle, the weight of consumption responsibility borne by market entities in the same business area shall be allocated according to the same weight.

      (2) Distribution plan

      The Energy Bureau of the Autonomous Region formulates a distribution plan for the weight of consumption responsibility on an annual basis according to the target and task of the weight of the annual consumption responsibility issued by the state. In 2020, the minimum total consumption responsibility weight in the operation area ofInner Mongolia Electric Power Company is 17.7%, and the minimum non-hydropower consumption responsibility weight is 16.2%; the State Grid Mengdong Power Company’s minimum total consumption responsibility weight is 22.1%, the lowest The non-hydropower consumption responsibility weight is 21.6%; the incentive consumption responsibility weight is 1.1 times the minimum consumption responsibility weight.

      The weighting scheme for each market entity that bears the responsibilities of consumption is as follows:

      1. Grid companies bear the weight of consumption responsibilities corresponding to their annual electricity sales.

      2. All kinds of companies that directly supply (sell) electricity to power users, independent power sales companies, power sales companies with power distribution operation rights (referred to as "distribution and sales companies", including incremental power distribution project companies), etc., undertake their annual supply (Sales) the weight of consumption responsibility corresponding to the electricity.

      3. Electricity users who purchase electricity through the electricity market (excluding those who purchase electricity through power sales companies as agents) shall bear the weight of the consumption responsibility corresponding to their annual electricity purchases in the electricity market.

      4. Enterprises with self-supplied power plants bear the weight of consumption responsibilities corresponding to their annual electricity consumption.

      3. Consumption responsibility weight performance

      (1) Main methods of performance

Mainly include two ways to purchase or self-use renewable energy power.

      (2) Supplementary performance method

      1. To purchase the excess consumption of other market entities, the two parties independently determine the price to trade or transfer the consumption.

      2. When purchasing a renewable energy green power certificate, the equivalent amount of renewable energy power corresponding to the green certificate is recorded as the consumption amount.

      (3) The allocation of the consumption amount corresponding to the fully guaranteed purchase of renewable energy power

      1. Prioritize the completion of the corresponding weights of consumption responsibility for residents, agriculture, important public utilities and public welfare services in the business area, and non-market electricity consumption.

      2. If there is a surplus of consumption, according to the purchase or consumption of each market entity in the business area (excluding self-owned power plants in the isolated grid), the initial distribution will be based on the principle of free, and subsequent adjustments will be made in accordance with the progress of the electricity market reform.

      (4) Calculation of consumption

      1. Renewable energy power purchased through the market. (1) The renewable energy power purchased by the grid company in full guarantee shall be allocated to each market entity in the business area correspondingly, and it shall be included in the consumption of the market entity according to the allocated power. (2) The amount of electricity from renewable energy traded in the electricity market is included in the consumption of market entities based on the amount of electricity settled by the transaction.

      2. Renewable energy for self-consumption. The self-generated and self-use renewable energy electricity measured by grid companies (or approved by the relevant energy authority or the agency dispatched by the National Energy Administration) are all included in the consumption of self-generated and self-use market entities.

      3. Complementary (substitution) means to complete the consumption. The amount of consumption purchased from other market entities that bear the responsibilities of consumption, or the amount of consumption converted from the purchase of green certificates, shall be included in the purchaser's consumption. The consumption amount sold or transferred by the market entity that bears the consumption responsibility, and the consumption amount corresponding to the sale of green certificates, will no longer be included in the consumption amount of the market entity.

      

      4. organization and implementation

      (1) Formulate an annual implementation plan

      According to the annual renewable energy power consumption responsibility weight assigned by the state, the Autonomous Region Energy Bureau, together with the Autonomous Region's Ministry of Industry and Information Technology, organizes the formulation of the autonomous region's renewable energy power consumption implementation plan on an annual basis, and submits it to the autonomous region's people's government for approval before implementation.       (2) Market entity management mechanism

      1. All market entities undertaking the consumption responsibility shall complete the account registration or withdrawal work at the power trading institution in their business area before the official start of the weighting assessment year for consumption responsibility. Electricity trading institutions shall submit a list of market entities that are responsible for consumption in the autonomous region this year to the Energy Bureau of the Autonomous Region before the end of February each year.       2. In the first quarter of each year, the Energy Bureau of the Autonomous Region announces to the whole society a list of market entities that the Autonomous Region assumes responsibility for consumption this year, and actively accepts social supervision.       3. In accordance with this implementation plan for consumption, grid companies organize market entities in their respective business areas to complete the consumption responsibility weights, and formulate "Detailed Rules for the Implementation of the Weights of Consuming Responsibilities" in the business area, and report to the Autonomous Region Energy Bureau for approval before implementation.       4. Each market entity undertaking the consumption responsibility shall be responsible for fulfilling its own consumption responsibility weight, and make a commitment to fulfill the consumption responsibility weight to the power trading agency in the operating area; and formulate a "renewable energy power consumption plan" on an annual basis, and propose completion The preliminary arrangement for the consumption task shall be submitted to the power trading agency in the operating area, the Energy Bureau of the Autonomous Region and the agencies dispatched by the National Energy Administration before the end of February each year.       (3) Organize to fulfill the responsibility of consumption

      1. The Energy Bureau of the Autonomous Region, in conjunction with grid companies, is responsible for supervising and urging market entities outside the electricity trading market that bear the responsibilities of consumption, and fulfill their respective weights of responsibilities for consumption.       2. The Ministry of Industry and Information Technology of the Autonomous Region, in conjunction with grid companies and power trading institutions, is responsible for organizing the responsible market entities in the power trading market to complete their respective weights of responsibilities.       4. The power trading agency is responsible for organizing the transaction or transfer of consumption in the autonomous region, and formulating detailed rules for the transaction or transfer.       (4) Assess the completion of consumption

      1. Electricity trading institutions are responsible for the management of consumption account information of relevant market entities in their business areas, including the establishment and cancellation of consumption accounts, and accounting of actual consumption, transaction, transfer and purchase of green certificates and other account information by market entities.       2. Each market entity undertaking the consumption responsibility shall submit the completion status of the consumption responsibility weight to the power trading agency in its business area within 3 working days at the beginning of each month, and shall commit to the authenticity and accuracy of the data.       3. Electricity trading agencies report to the Autonomous Region Energy Bureau, the Department of Industry and Information Technology, and the National Energy Administration to dispatch agencies on a quarterly basis to report the completion of the consumption responsibility weights of relevant market entities, and report to the business districts of the previous year for consumption by the end of January each year Responsibility weight completion status.       4. Before the end of January each year, grid companies report to the Autonomous Region Energy Bureau, the Department of Industry and Information Technology, and the National Energy Administration to send organizations to report the completion of the organization of the responsibility weights for consumption in the operating area in the previous year.       5. safeguard measures

      (1) Raise awareness

      1. All relevant units and enterprises should improve their ideological understanding, establish and improve the guarantee mechanism of renewable energy power consumption, effectively improve the level of renewable energy power consumption, and work together to promote the sustainable, healthy and high-quality development of renewable energy in the autonomous region.

2. All relevant units should strengthen organization and coordination, form a joint work force, and jointly promote the implementation of the implementation plan of renewable energy power consumption guarantee. Grid enterprises and power trading institutions should strengthen their organization and management, and do a good job in the implementation and trading of renewable energy power consumption. All market entities that bear the responsibility for consumption must take active measures to earnestly fulfill their responsibility for consumption.

      (2) Strengthen the assessment

      1. The Energy Bureau of the Autonomous Region, in conjunction with the Ministry of Industry and Information Technology of the Autonomous Region, will assess and publicize the completion of the annual consumption responsibility weight of each market entity.

      2. Among the electricity sales and electricity consumption of various market entities, agricultural electricity and special metered heating electricity are exempt from the assessment of the weight of responsibility. According to the principle of equal rights and responsibilities, the consumption amount corresponding to this part of the electricity cannot be used for trading or transfer.

      3. Due to natural reasons or major accidents, the power generation of renewable energy is significantly reduced or restricted, and the National Energy Administration shall be reported to the National Energy Administration to reduce the weight of responsibilities. Conduct an assessment.

      4. At this stage, if the autonomous region completes the annual minimum consumption responsibility weight assigned by the state, the autonomous region’s market entities that bear the responsibility for consumption will no longer be individually assessed.

      5. If the autonomous region is unable to complete the annual minimum consumption responsibility weight assigned by the state, the Energy Bureau of the autonomous region, in conjunction with the autonomous region’s Ministry of Industry and Information Technology, is responsible for urging market entities that have not completed the consumption responsibility weights to make rectification within a specified time, and those market entities that fail to complete the rectification on time will be punished in accordance with laws and regulations. , To include it in bad credit records and to be punished jointly. The Energy Bureau of the Autonomous Region, together with the agencies dispatched by the National Energy Administration, will study and formulate disciplinary measures for companies that refuse to perform their annual duty to absorb the weight of responsibility and have their own power plants.

      6. All market entities that bear the responsibility for consumption shall be responsible for the authenticity of the data provided by their units. If any false, once verified, the Autonomous Region Energy Bureau, together with the Autonomous Region's Ministry of Industry and Information Technology, and the agencies dispatched by the National Energy Administration, will be punished in accordance with laws and regulations.

      (3) Strengthening measures

      1. The Energy Bureau of the Autonomous Region, in conjunction with the Ministry of Industry and Information Technology of the Autonomous Region, urges all market entities to improve the capacity of renewable energy power consumption through measures such as supporting energy storage facilities, adjustable loads, self-provided units to participate in peak shaving, and thermal power flexibility transformation. Load regulation power, peak-shaving power of self-provided units, power generation of energy storage projects under the unified dispatch and operation management of the power grid, and power consumption of wind power heating projects are all recognized as consuming renewable energy power.

      2. The Ministry of Industry and Information Technology of the Autonomous Region, in conjunction with the Energy Bureau of the Autonomous Region and related enterprises, will study and demonstrate specific methods for self-provided power plants to participate in peak shaving.

      3. Encourage qualified market entities to voluntarily complete the consumption amount higher than the prescribed assessment indicators, and the responsible entities that exceed the consumption amount will be notified and rewarded by the whole region. Enterprises included in the energy consumption assessment, on the basis of completing the incentive consumption responsibility weights determined in this implementation plan, the energy consumption converted from the excess consumption amount is not included in the energy consumption assessment.
